Depends on your system spec, I tend to leave it on the medium quality preset as this gives a good balance of looks and smooth performance.

there is a benchmarking facility on boot up for tm so use it and see which is best for your system

A way I found useful was to use what the game thinks you should use but leaving the "customise" tickbox unticked, then reduce it if it's not smooth enough online.

If all that I wanted to do was take a screenshot, and did not need good performance, what would I do ?

Best settings for best screen grabbing is easy:

Display Tab:

Shader Quality = PC3
Texture Quality = High
Anisiotropic Filtering = 16x
Post Process FX = on
Force Dynamic Colours = on
Shadows = Complex
Geometry Details = normal

Excpetion - Antialiasing = none. Use your graphics card software to set many more higher options than TM provides for better visual quality.

Game Tab :

Cars Quality = All high
Cars smoke = My Car
Projectors on cars - All cars
Opponents = All visible
Opponents Shadows = checked and on
Opponents limit count = off
Background quality = high

Summary : Switch every option to "on" or it's "maximum/highest" setting (obviously) except Anti-aliasing. Watch as your frame rate falls through the floor, tunnels to the other side of the world then blasts out into space, never to be seen again.
