To create a .loc file so cars are seen instantly in game you need to:
1) Host the .zip file of the at a hosting site (fileden for example)
2) Copy the direct URL to clipboard and open wordpad
3) Paste the URL into notepad
4) Go to file and Save As
5) Save the file with your `Car name.zip`.loc (the car name has to be identical to the Zip file) and change the file type as any type,, this should be saved in your car folder.

just wanted to reinforce "direct URL"
this means that when you paste this URL into the browser, a download window for the car should pop up, prompting you to download.
Alot of sites don't provide direct URL's, so you must find some that do.
I use filefront for my loc files
