i think DXTBmp works best for me.

it enables you to change DDS files to Jpeg and back again.
Maybe the best thing to do would be make stickers for the in-game skin maker, and just make ur car in game.

Photoshop is better if you've got it and know how to use it, but I always use Paint.NET, which you can find here. The older versions needed a plug-in to deal with .dds files, but now it's built-in. Well worth giving a go, but if I need to rotate anything by 90, 180 or 270 degrees, or do anything in fine detail, I still use ordinary MS Paint and copy and paste between the two.
